Position Overview
The Director of Finance plays a critical role in partnering with the City’s leadership team in strategic decision making. The Director is responsible for the financial management of the City and will lead and develop a small staff to support finance, business planning and budgeting, human resources, and utility billing. The work is performed under the direction of the City Administrator.
Essential Functions
Serves as the Chief Financial Officer and City Treasurer;
Oversees and leads the annual budgeting and planning process in conjunction with the Mayor, City Council and City Administrator; administers and reviews all financial plans and budgets; monitors progress and changes and keeps the Mayor, Council and leadership team abreast of the organization’s financial status;
Oversees and works directly with employees involved in purchasing, accounts payable, payroll, utility billing, accounting, auditing, and revenue collection services and activities;
Analyzes and presents financial reports in an accurate and timely manner; clearly communicates monthly and annual financial statements;
Coordinates and leads the annual audit process, liaise with external auditors; assess any changes necessary;
Provides financial planning and analysis, manages cash flow and forecasting, maintains internal controls for financial functions, prepares periodic financial reports and manages the City’s internal portfolio;
Updates and implements all necessary business policies and accounting practices; develops the City’s overall policy and procedure manual;
In conjunction with the City Administrator, oversees human resources including, hiring, compensation, benefits, and recruiting;
Maintains payroll files, including updating employee files, filing monthly and quarterly state and federal reports, processing benefit paperwork, and coordinating open enrollment.
Maintains the city’s asset management software;
Performs other duties as assigned. Nothing in this job description restricts management's right to assign or reassign duties and responsibilities to this position at any time.
Qualifications
Superior technical skills in the application of principles and practices of general and governmental fund accounting;
Ability to interpret, understand, explain, and apply city, state, and federal laws regulating City financial accounting, reporting, and recordkeeping; investment of funds; bond issuance; and loan financing;
Knowledge of complicated financial analysis and short- and long-term forecasting;
Knowledge of accounting and reporting software;
Ability to effectively supervise, including knowledge of selection, training, and discipline processes;
Commitment to training programs that maximize individual and organization goals across the organization including best practices in human resources activities;
A successful track record in setting priorities; keen analytic, organization and problem-solving skills which support and enable sound decision making;
Excellent communication and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders.
Acceptable Experience and Training
Bachelor’s degree in accounting, business or public administration, or closely related field;
Master’s degree in accounting, business or public administration, highly desirable;
Five (5) years’ experience in accounting or financial management that includes supervisory responsibilities, preferably with a municipal organization;
Knowledge of Generally Accepted Accounting Principles (GAAP), and Government Accounting Standards Board (GASB) pronouncements, highly desirable;
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the duties of this job.
Licenses and Other Requirements
Certified Public Accountant, highly desirable;
Bondable; Notary Public or the ability to obtain.

Sufficient clarity of speech and hearing or other communication capabilities which permits the employee to understand verbal instructions and to communicate effectively;
Sufficient visual acuity which permits the employee to perform the above duties;
Sufficient manual dexterity to perform office functions and operate office equipment;
Sufficient physical ability to perform the above duties;
While performing the duties of this job the employee will occasionally need to lift, carry, push or pull up to 30 pounds;
Jobs in this class require performing repetitive hand movements and will require sitting, standing and walking;
