Emergency Management Research Analyst

SUMMARY:

Our FEMA Preparedness team seeks candidates for a Research Analyst position to support projects within FEMAs National Risk and Capability Assessment Branch (NRCAB). Our ideal candidate will be passionate about emergency management and have demonstrated experience in creating products from data and policy driven sources.

Research Analysts have varied analytical, program support, and administrative responsibilitiessuch as research, qualitative and quantitative analysis, stakeholder engagement support, preparing reports and briefings for senior government officials and the public, and performing administrative duties. This position will also require strong technical writing and editing skills. The person will use quantitative and qualitative data, public policy and process and procedural information to support the development of large-scale research based written deliverables.

Successful candidates will have excellent written and oral communication skills, strong analytical skills, and be comfortable in fast-faced environments.

SKILLS AND ABILITIES:

  1. Excellent analytical, communication (oral and written), organizational, research, and presentation skills.
  2. Strong attention to detail and the ability to self-edit and quality-check all work; ability to review, quality-check, and edit the work of supporting team members.
  3. Ability to manage tasks and deadlines across multiple simultaneous projects.
  4. Proficiency in relevant software programs including Word, PowerPoint, and Excel.

REQUIRED TASKS:

  1. Conduct policy analysis and research on emergency management, homeland security, all-hazards preparedness, climate adaptation, and resilience topics under the direction of a project manager and working in collaboration with other team members.
  1. Facilitate the development of strategic and annual plans.
  2. Produce assessment reports, trend analyses, and cases studies pertaining to National Preparedness based on the data collection, research, and analysis tasks articulated above.
  3. Assist in the production of materials supporting these reports such as briefings, engagement materials, fact sheets, and talking points in accordance with appropriate FEMA and OHS style guides and templates.
  4. Identify and report on trends as identified in preparedness products; track progress towards meeting identified targets as required, that includes whole community preparedness, program performance, and preparedness investments.
  5. Develop executive summaries, synthesize findings, and support the development of new preparedness products in response to requests from internal and external stakeholders.
  6. Support the drafting of guidance and policies for FEMA.
  7. Assist in product concurrence and comment adjudication.
  8. Provide a strong attention to detail and adherence to a formal writing style guide to create consistent and professional reports, assessments, and other written deliverables.
  9. Write, edit, and proofread data for use in documents or sections of documents such as manuals, procedures, specifications, special reports, and other deliverables.
  10. Develop high-quality written communications products in Microsoft Word and PowerPoint.
  11. Support stakeholder outreach, coordination, and communication activities for a variety of homeland security, preparedness, and resilience activities, events, and projects.
  12. Coordinate with stakeholders to collect homeland security and preparedness-related data.

REQUIRED EDUCATION AND EXPERIENCE:

  1. Bachelors degree from an accredited university, preferably in national or homeland security, public policy, emergency management, or social science.
  2. 2-3 Years of work experience with qualitative research involving policy and/or distilling of other large quantity informational sources into an aggregate summary.
  3. Candidates must be able to pass a public trust background check and be eligible to obtain government furnished equipment.

PREFERRED EXPERIENCE:

  1. Experience in an emergency management practice area (preparedness, recovery, mitigation, etc.)

  2. Must hold a U.S. Citizenship
  3. Must be able to pass a public trust background check.
