The City of Franklin is in the midst of rapid growth and development to include construction of brand-new schools, downtown revitalization and development, and a waterfront beautification project. The Tax Department is growing with it!!

City Profile: The City of Franklin is a home-rule incorporated charter form of government. The Charter, which was adopted in 1984, established the “Council-Manager Plan” of governance for the City. City Council appoints a City Manager, who serves at the pleasure of Council. The City Manager is the chief administrative, operating and executive officer and is responsible to the Council for the administration of all City affairs as prescribed by the Charter. The Finance Director is appointed directly by Council.

Job Duties: Reports to the Finance Director.

Administers City-wide collection of municipal income tax for individual and business taxpayers in accordance with the City income tax ordinance.

Responds to inquiries and advises taxpayers/tax preparers regarding income tax issues. Assists citizens with tax preparation as requested. Disseminates provisions of the income tax ordinance for public information purposes. Resolves problems and interprets policy.

Supervises and directs a system of income tax controls and investigations. Reviews city income tax returns of individuals and businesses subject to the City income tax ordinance to verify the accuracy of tax due.

Enforces payment of all taxes owed. Conducts research and prepares reports on delinquent tax accounts. Determines the amount of tax, interest, and penalties due. Initiates action to compel production of evidence necessary to determine taxes.

Prepares affidavit for delinquent taxpayers to process criminal charges with Franklin Municipal Court.

Supervises Tax Department staff; provides general direction for daily department activities.

Reviews year-end reconciliations according to applicable laws and established procedures.

Processes all refunds. Reconciles and processes collections including ACH collections as well as collections from the Ohio Department of Taxation and the Ohio Attorney General. Prepares and completes deposits.

Maintains and protects accurate records of highly confidential information related to City tax filers.

Helps foster positive community relations by providing excellent customer service. Represents City in tax collection related professional organizations.

Proactively stays abreast of relevant changes in tax laws, technology, and processes and implements best practices.

Qualifications: Associate degree with coursework in business or general finance, or minimum of three (3) years’ experience in tax payments or collections or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities. Knowledge of income tax code as it relates to City, State and Federal tax returns, Ohio Revised Code as it pertains to income tax, supervisory principles and practices, business administration, and City ordinances required. Ability to effectively present information and respond to sensitive inquiries from the public and/or officials, apply active listening skills, maintain effective working relationships, resolve problems, and instruct others. Must be bondable.

Compensation & Benefits: Annual Salary: $60,706 – $72,189 plus full (employee and employer) Pension Pick-Up and competitive benefits package including health, dental, optical and life insurance, and generous paid time off.
