Job Summary

MDH is seeking a passionate and performance driven individual to support local public health agencies implementing the Maternal Early Childhood Sustained Home Visiting (MECSH) program. If you are committed to improving the lives of pregnant women, infants, children, and their families, taking an active lead in reducing health disparities, and driving innovation and synergy in systems that impact maternal, child and family health, then come join our team. This position exists to provide training, technical assistance, and practice oversight for the MECSH program. In coordination with section leadership and other staff on the MN MECSH team, this position will oversee the implementation of MECSH in the State of Minnesota. This position will work with local public health agencies to ensure that public health nurse home visitors implementing MECSH have the required training, knowledge, and ongoing practice support to implement MECSH successfully. This position will support local public health agencies implementing MECSH to ensure the state process and outcome measures are being met, that continuous quality improvement plans are in place, and that local infrastructure and workplans meet MECSH, state, and best practice guidelines. The position will serve as the department's expert on MECSH and supporting best practices and making recommendations for enhancements. The position will work closely with the model developer to ensure that the MN MECSH program is meeting the goals to enhance the capacity of local communities to promote the healthy development, self-sufficiency, and safety of families with infants and young children, improve pregnancy outcomes, and secure attachment through home visiting.

Responsibilities Include:
  • Oversee, design, and support MECSH-specific program implementation and provide technical support to local implementing agencies providing MECSH to families.
  • Coordinate, develop, and deliver statewide trainings.
  • Serve as a communication point of contact for the MN MECSH program.
  • Assist with federal and state grant applications, reports, and requests for proposals that support the implementation of MECSH and family home visiting.
This position is eligible for telework applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Position locations will be determined by the top candidate and will be based out of one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Mankato, Bemidji, or Fergus Falls. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Qualifications

Minimum Qualifications

To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

Four (4) years of experience in public health program implementation for pregnant women and families with young children. Ideally, experience includes the coordination of home visiting services.

Minimum qualifications to be assessed during the interview process:
  • Continuous quality improvement and implementing best practices.
  • Experience working with children and families who have experienced barriers to opportunities in health, economic security, housing, and education caused by policies and structures that are rooted in historical trauma, racism, internment, and other oppressions.
  • Communication skills, both verbally and in writing, sufficient to communicate information clearly to a variety of internal and external partners.
  • Human relations skills sufficient to achieve effective working relationships within the agency and externally.
  • Organizational skills sufficient to manage and prioritize multiple items that may have competing deadlines.
A related associate degree may be substituted for six (6) months of experience. A related bachelor's degree may be substituted for one (1) year of experience. A related master's degree may be substituted for one and a half (1.5) years of experience. A related doctorate degree may be substituted for two (2) years of experience.

Preferred Qualifications
  • Bachelor's degree in nursing and current licensure as a Registered Nurse in Minnesota.
  • Minnesota registration/certification as a Public Health Nurse and experience as a Registered Nurse, Public Health Nurse, Public Health School Nurse, Public Health Nurse Educator, or equivalent public health experience.
  • Experience implementing evidence-based home visiting models and providing, coordinating, or supervising local Maternal Early Childhood Sustained Home Visiting services to pregnant women and families with young children.
  • Completed MECSH Foundation training as well as six required MECSH training modules.
  • Experience training public health nurses or experience as a MECSH apprentice trainer.
Additional Requirements
  • Must successfully pass a background and reference check.
  • This employment does not require a valid driver's license, but it does demand occasional travel which the candidate will be responsible for meeting.
  • Under U.S. Citizen and Immigration Services regulations, the successful candidate must be able to accept work in the U.S. by the day employment begins. This agency is unable to offer H-1B sponsorship.
