Job Description

Summary This position serves as a Program Analyst in the Pipeline and Hazardous Materials Safety Administration (PHMSA) and reports to the Western Region Director within the Office of Hazardous Materials Safety (OHMS). The Program Analyst is responsible for the whole range of administrative and management services vital to the efficiency and effectiveness of the organization. Responsibilities As a Program Analyst, you will: Develop, select, and employ qualitative and quantitative methods, procedures and systems for assessing OHMS’s efficiency and effectiveness with respect to the accuracy and distribution of information. Gather and organize narrative and statistical information using established methods, techniques, and precedents, such as questionnaires, interviews, review of computer data, and comparison of past, present, and related program functions. Analyze and evaluate the effectiveness of program operations in meeting the established goals and objectives of the designated office component. Manage the Director’s calendar to ensure effective use of the Director’s time and, when necessary, clarifies appointments. Plan and schedule efficient travel for the Director and other staff as necessary. Procure office supplies for the Division and serve as a Purchase Cardholder for the Division. The ideal candidate for this position will be highly organized, proactive, and self-motivated and possess strong project and/or program management skills in creating action plans, tracking milestones and ensuring outcomes are accomplished on time and within agreed upon parameters. In addition, the candidate should have strong strategic planning and performance management and evidence-based program evaluation experience, in addition to knowledge of the rulemaking process. DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed). TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. Qualifications To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include: Experience fact-finding and gathering information needed to support the accomplishment of projects and/or administrative programs; AND Experience developing reports using automated systems; AND Experience coordinating efforts with internal and/or external stakeholders to contribute to projects and program management. To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience with quantitative and non-quantitative models to evaluate data and make recommendations on new business processes. Experience conducting studies on program operations to assess efficiency and effectiveness. Experience monitoring safety program measurements to identify possible predictors of future failures or malfunctions. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. You cannot qualify on education at the GS-12 level; you must have experience. Organizational Performance Analysis: Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.
