Description

Perform complex professional work directing and implementing the design, bidding, construction, maintenance, and documentation of major long-term City-wide projects construction projects (new buildings or maintenance and alterations of existing buildings). Oversees construction projects from inception through concept, design, and engineering through completion and occupancy. Responsible for keeping projects flowing smoothly while remaining on time and within budget. Coordinates with city, state, and federal agencies, as well as with the City’s Utilities Department. Keeps City team informed of project statuses and makes recommendations for sound projects.

  • Works as a project manager by initiating, planning, and executing projects; monitoring, controlling, reviewing, approving, and tracking the project budget; receiving feedback from the owners, contractors, engineers, etc.; escalating project issues as warranted; and ensuring completion of projects.
  • Designs specifications and writes contracts.
  • Coordinating site inspections for compliance with project plans and specifications.
  • Reviewing and approving project submittals; coordinating project team meetings and project reviews.
  • Making presentations to boards, council, state and local officials.
  • Provide emergency response during severe weather (snow, flood, storms, etc.)

  • Performs additional duties as assigned.

Education and Experience
Bachelor’s Degree, with broad knowledge in a general professional or technical field, and five to seven years of experience.

An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above

Certifications/Licenses
  • Valid Driver’s License with acceptable driving record according to City Criteria

Reading
Advanced: Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.

Writing
Intermediate: Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.

Math
Intermediate: Ability to deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement.

Communication Skills
Decisions regarding interpretation of existing policies may be made. Contacts may involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.

Independence and Decision-Making
Normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

Technical Skills
Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.

Fiscal Responsibilities
Prepares accounting, budget, employment actions, purchasing documents; and does research to justify language used in documents for a unit or division of a department.

Supervisory Responsibilities
Performs essentially the same work as those directed. Includes oversight of quality, training, instructing and scheduling work.

PHYSICAL DEMANDS

  • Work requires light physical effort, exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly OR requires walking or standing to a significant degree
  • Adequate vision, hearing and talking to drive, use computer, and communicate effectively with others.

  • Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
  • Regular and predictable attendance is expected.
  • May experience frequent time pressure, performing multiple tasks simultaneously, and working closely with others as part of a team.
  • May experience frequent change of task, and noise/distracting environment.
  • Rarely experiences emergency situations, irregular work schedule/overtime, and tedious or exacting work.

MACHINES, TOOLS, EQUIPMENT, SOFTWARE AND HARDWARE

Typically requires use of standard office equipment, including computer and related software and hardware; and any other equipment as appropriate or required.

WORK ENVIRONMENT

The work is performed on job sites, where there is occasional exposure to mechanical, chemical, electrical and fire hazards. There is seasonal exposure to extreme temperatures. There is rare exposure to communicable diseases and physical danger or abuse.

The employee is expected to use appropriate protective equipment for the assigned task (hard hat, safety vest, steel toe shoes, eye and hearing protection, etc.); and any other equipment as apparent or assigned.
